Viewpoint Adding gene-editing in draft civil lawnceptual art

On Saturday, a new item was added to China’s draft civil law, which put

s all medical and scientific research related to human genes and embryos under stricter re

gulation. Two experts shared their views with China Daily’s Zhang Zhouxiang:

One major change this time is that embryos are clearly included in the draft regulation. Actually,

gene-editing of embryos deserves more attention than gene-editing of adults or children.

First, gene-editing of embryos might more easily get out of control an

d pose more risks to the society. The safety of gene-e

diting for embryos remains unknown and the availability limit of the technology needs to be confirmed.

The birth of the twin gene-edited babies in November 2018 sounded an alarming bell to all. If the embr

yos with edited genes are born, how should we protect their rights as citizens? Will they suffer fro

m discrimination? Who will be responsible if the gene-editing causes health problems?

Lu made the remarks in response to recent media repo

reports that India decided not to send a delegation to the second Belt and Road Forum for Internati

onal Cooperation later this month in Beijing. The reports said the initiative undermines the South Asia

n nation’s sovereignty via the BRI-related China-Pakistan Economic Corridor.

Lu said that, “If this decision about whether to participate in building the Belt and Road

was possibly made through a misunderstanding”, China firmly and sincerely advances the constr

uction of the Belt and Road on the basis of consultation and contribution for shared benefits.

He added that the initiative is open to all parties that are inter

ested in and willing to join in win-win cooperation.

It will not exclude any party, he said, adding that China is willin

g to wait if relevant parties need more time to consider their participation.

Elwell defended the agency’s reliance on experts from ma

anufacturers and said the current system had produced an unprecedented safety record i

n the US. He said the FAA was “fully involved” in the certification of the Boeing 737 Max 8, including “133 of the 297 flight tests”.

Senator Richard Blumenthal questioned the FAA’s oversight of the Boeing 737 Max jet, argu

ing that reliance on the manufacturer put “the fox in charge of the henhouse”.

Blumenthal said Boeing rushed to get the 737 Max in the air to compete with Europe’s Airbus and disregarded critical safety features.

“There needs to be rigorous reform so the FAA is put back in charge of safety,” he said. “The

fact is that the FAA decided to do safety on the cheap, which is neither safe nor cheap,” he said.

Senator Jerry Moran asked what it would take for the FAA on its own to certify airc

raft. Elwell said: “Ten thousand additional FAA employees and $1.8 billion” per year.

While May was addressing her lawmakers, MPs in the mai

n chamber debated eight other Brexit options, ranging from leaving abruptly with no deal to revoking the divorce altogether.

While there was no majority support for any, the option calling for a referendum on any depa

rture deal, and another suggesting a UK-wide customs union with the EU, won more votes than May’s deal did two weeks ago.

Oliver Letwin, a Conservative former cabinet minister who led parliament’s unusual power grab, said it ha

d been expected that none would immediately win a majority, and lawmakers would have another chance on Monday.

The uncertainty around Britain’s most significant political and economic change since W

orld War II has left allies and investors aghast. Sterling dipped after Wednesday’s events.

If May’s deal were to pass, her office said there would be a contest to replace her after May 22, when Britain would leave the EU.

In the Government Work Report, Li said that the govern

ment’s moves to cut taxes on this occasion aim at an accommo

dative effect to strengthen the basis for sustained growth while also considering the need to ens

ure fiscal sustainability. It is also a major measure to lighten the burden on businesses and boost market dynamism.

Participants at Wednesday’s meeting also decided on adjustments to the export tax rebate rates of certain goods and services and

to the tax deduction rate of purchases of farm produce. They decided to increase transfer payments to local gov

ernments, focusing on supporting the central and western regions and counties and prefectures experiencing difficulties.

“The share that goes to enterprises in the national income distribution ne

eds to be increased to boost market vitality. This will

help keep employment stable, expand tax sources and make public finance sustainable.” Li said.

Then Trump claimed — wrongly — that the EU was unwillin

g to “negotiate with the Obama administration” about trade. In fact, the prev

ious administration sought to conclude a Transatlantic Trade and Investm

ent Partnership — or TTIP — with Europe, though was unable to get the deal across the line. Trump’s own talks on t

rade with Europe have been inconclusive, after he threatened to spark a trade war.

  Trump vs. his global counterparts

Trump’s comments on Brexit also illustrated the tendency of a Pre

sident who admires dictators to throw allied leaders under the bus.

He criticized Prime Minister Theresa May, whose credibility has been shredded by parliamentary defeats.

”She didn’t listen to that and that’s fine, I mean, she’s got to do what she’s got to do,” said Trump, who was forced into

a rare apology last year after hammering May’s Brexit strategy on the eve of meeting her in the UK.

orth Korea defies UN with arms sales and oil imports, report says

North Korea has broken UN sanctions with a “massive” increase of oil imports and coal exports, a UN report has found.

The 400-page document released Monday by the UN Panel of Experts on North Korea

said that Pyongyang had also tried to sell weapons in the Middle East and hacked banks across the world.

The report comes after the collapse of last month’s talks between President Donald Trump and North Korean leader Kim Jo

ng Un in Hanoi, Vietnam, in part due to disagreement over when to remove sanctions in exchange for steps toward Pyongyang’s denuclearization.

The report said that Pyongyang rendered sanctions ineffective by increasing the number of ship-to-ship tran

sfers it conducts at sea. Japanese officials have observed North Korean ships engaging in purported ship-to-ship transfers.

”The country continues to defy Security Council resolutions through a massive i

ncrease in illegal ship-to-ship transfers of petroleum products and coal,” the UN report said.

There was a brief lull in the negative coverage after Prince

Harry instructed his spokesperson to issue a statement in November 2016 before the couple married, calling out “the racial

undertones of comment pieces and the outright sexism and racism of social media trolls and web article comments.”

Yomi Adegoke, author of Slay in Your Lane: The Black Girl Bible, said Meghan was very much a departure from what most people associate with the British royal family.

”She’s foreign, not just by being American, but she’s got black heritage, she’s a divorcee,” Adegoke said.

”She’s just a very different type of person and somebody that I don’t think your average British member of the public t

hinks of when they think of the word duchess or royal family at all.”Much of the trolling exploits the cla

ims of a rift between Meghan and her sister-in-law, the Duchess of Cambridge. Where Kate is lauded by the media for expo

sing her shoulder in a dress, Meghan is accused by the tabloids of breaking royal protocol for doing similar.

When Meghan wears dark nail polish, the “vulgar fashion move” is criticized for breaki

ng royal protocol “again.” Meanwhile, Kate is said to opt for “subtle” shades more in keeping with the Queen’s preferences.

The Long March 11 will fulfill four missions this year

including the nation’s first sea-based launch, which will take place in the

Yellow Sea, according to plans of the China Aerospace Science and Technology Corp.

Jin Xin, deputy project manager of Long March 11, said a sea-based mission would have a lower risk of

creating problems for populated areas or airliners than land-based launches, and also have great

er flexibility in the launch site and lower costs for satellites orbiting above regions near the equator.A cancer patient wit

The patient, whose identity was not disclosed, stopped taking antiretroviral drugs 16 mont
